Eventually, I put back what Scanpst was saying was my corrupted. PST file, rebooted, and all worked again properly. My original problem happened when I tried adding a work email account into Outlook I already have 9 email accounts loaded. My guess is something was corrupted in Windows' cache, and all the hard options here were unnecessary.

I had to start outlook in safe mode and the ignore the corrupted "Outlook" named profile but go straight to create a new profile called Nick.
